This article argues that during the Industrial Revolution the employment in industrial area of steam-power, either in Britain or in U. S. ,is a limited and slow process. Instead, conventional engery-power, including muscle and water power, play essential part in the industrialisition. Steam-power is not used in large scale and scope until the end of industrialization. Although, this limitedness has been realised in the academica, this paper tries to point out the limitedness clearly in comparison, indicating that power revolution is not the determinant in the industrial revolution.
