摘要
本文从主体、供体和载体的角度分析了岩滩库区移民持续贫困的原因。研究认为,移民综合素质低,搬迁的负面影响、补偿机制和利益分配机制的缺陷、遗留问题得不到及时解决、失去土地、开发项目的失败等是造成库区移民持续贫困的原因。摆脱贫困,实现移民可持续生计,需要加强对移民的技能培训,对移民子女实施教育扶持,开发水面资源,实施教育移民以转移库区人口,培育社区精英等。
This article analyzes the causes of poverty of Yantan reservoir resettlement from the per- spective of subject - donor - carrier. The studies suggest that, the low overall quality of resettlement, inter- ventional impact of relocation, compensation and benefits distribution mechanism defects, legacy issues are not promptly resolved, resettlement, lost their land, the failure of development projects are the main reasons cause poverty. Eliminating poverty and achieving resettlement sustainable livelihoods need training for reset- tlement, educational support for the children of resettlement, the development of the water resources, the implement education immigrants to transfer the reservoir area population, foster community elite.
