摘要
随着文化体制改革进入攻坚阶段,河南文化体制改革仍存在体制机制上的障碍,文化领导体制、管理体制、产业融资体制、企业市场主体运行机制等诸方面改革不够到位。因此,需要深度挖掘文化体制改革潜力,挖掘的着力点应放在理顺宏观管理体制、激活微观运行机制、改革产业融资体制和加强文化配套改革等方面。
Although cultural institutional reform has reached the crucial stage, Henan cultural institutional reform still has some obstacles in institutions and mechanism, distinctly embodied in such aspects as cultural leadership system, administration system, industrial financing system, and enterprise＇ s operating mechanism, all of which are not in place in terms of reform. Therefore, the potential of the cultural institutional reform needs to be highly explored. Its acting point is to rationalize the macro-administrative institution, to activate the micro-operating mechanism, to reform the industrial financing in- stitution, and to strengthen the cultural auxiliary reform.
