摘要
国家重点实验室的新型运行机制是"开放、流动、联合、竞争"。针对我国的国家重点实验室现状,多方位地探讨了国家重点实验室对外开放和交流合作中出现的问题,如开放课题设立和管理不够科学,开放基金的使用效率低下;国内外联合存在着重形式轻效益现象;国际合作研究缺乏高层次、高水平的合作,研究成果少。提出了通过加强开放课题管理以及国内外研究合作等方面的工作来提高实验室开放水平和开放效果,从而促进实验室的发展。
The new operational mechanism of state key laboratories is ＂opening,mobilization,cooperation,and competition＂.From the current situation of state key laboratories,this paper discussed the problems about opening,corporation and external exchange from different aspects,such as the establishment and management of the open project are not so reasonable,and the service efficiency of the open fund is lower,the union with home or abroad focus on form and not on effectiveness,so as to lack of high level gain.Besides,some suggestions and countermeasures for this problems were proposed.
