摘要
目的对咸宁地区"药品零差价"政策实施情况进行调查,对新医改方案提出探索性建议。方法选取咸宁地区三个城区的400名居民和200名医务工作者,通过问卷调查和专题访谈的方式进行调查。结果实施"药品零差价"后,基层医疗机构药品费用、群众用药费用均降低;存在乡村医生收入减少以致工作积极性降低、服务态度变差;群众治疗重大疾病的经济负担仍然没有明显减轻、目录药品不齐等问题。结论需加大"药品零差价"政策的宣传,提高目录药品的数量和质量,加大对基层医疗机构的药品补贴。
Objective：To investigate the policy implementation of ＂Zero Price Difference of Drugs＂ in Xianning District and provide exploratory suggestions on programs of new medical reform. Method： Investigate 400 residents and 200 medial workers from three parts in Xianning District by questionnaires and interviews. Result： The results of practicing ＂Zero Price Difference of Drugs＂ are the reduction in drug expense in grassroots medical institutions and the masses, earn- ing reduction of village doctors which causes the reduction in work enthusiasm and poor service attitude, no obvious de- crease in financial burden of the masses with grave diseases and the uneven directory drugs. Conclusion：It is necessary to intensify policy propaganda of ＂Zero Price Difference of Drugs＂, increase the number and quality of directory drugs and increase drug subsidies for basic medical institutions.
