摘要
战略性新兴产业是引导未来经济发展的重要力量。发展战略性新兴产业,不仅要靠大项目、大企业,更要发挥中小企业的作用。文章认为,通过促进社会资金向优质中小企业集聚、推进中小企业全面创新战略、构建适应战略性新兴产业的区域创新系统、建立中小企业技术联盟、加强科技人才队伍建设,可以使中小企业积极发挥在战略性新兴产业中的作用。
Strategic emerging industry has become key points of economic development in the future. It relies on not only big enterprises and programs but also small and medium-sized enterprises to develop strategic emerging industries. In this paper, the author puts forward suggestions of gathering social funds to quality small and medium-sized enterprises, developing total innovation management （TIM） of small and medium enterprises and the regional innovation system（RIS）, building technical alliance and strengthening construction of sci-tech talents staff to bring small and medium-sized enterprises into play in fostering strategic emerging industries.
