摘要
:回顾建国后铁路货物运价进行的改革及运价水平的变化 ,分析了目前铁路货物运价存在的问题及其原因。根据铁道部党组提出的“网运分离”改革思路 ,构想网运分离模式下货物运价的管理模式 ,并提出在向网运分离过渡时期 。
The reform and the change of level of railway freight rate were reviewed,the problems existing in current railway freight rate system and the causes were analyzed.On the basis of reform model of “separation between operation and the infrastructure construction and management” raised by the Party Group of MOR,the management system of freight rate under the reform model was conceived.Also,porposals on the reform of railway freight rate during the transition to the model of “separation” were given.
