摘要
钦州市民生项目财政资金在监管过程中存在资金来源部门多,监管难度大;监督管理体制不健全;缺乏合理、有效的民生项目绩效考核机制;缺乏对民生项目可行性的分析与论证;资金使用管理信息公开不够充分与透明。因此,要整合各类资金,实行统一管理;要完善监督管理体制机制;要建立健全民生项目绩效考核机制;要加强对民生项目的管理;要公开民生项目财政资金使用管理的信息。
Financial fund supervision over livelihood projects of Qinzhou meets problems including excessive fund source de- partments, hard supervision, imperfects supervision and inspection mechanism, lacking reasonable and effective performance evaluation system, insufficient analysis and proof over feasibility and lack of enough and transparent information openness. Therefore, in regard to livelihood projects of Qinzhou, the following measures should be taken： integrating various funds, unified management, improving supervision and inspection mechanism, establishing and developing reasonable and effective performance evaluation system, intensifying the administration and guaranteeing enough and transparent information openness.
