摘要
省级重点实验室是区域创新体系重要组成部分,在建设模式、运行方式、业务特点等方面有其特殊性。新时期重点实验室建设与运行管理强化了依托单位支撑作用和实验室的开放共享运行机制。提出政府科技管理部门要建立对依托单位及对省级重点实验室的分级、分类绩效评估体系,完善相关保障措施,以激励和引导各类省级重点实验室根据自身优势全面履行其开放共享的公共科技职责,为地方经济发展提供可持续的创新驱动和公平高效的科技创新服务。
Provincial key laboratory is an important part of the regional innovation system, which is different from the insti- tute of science and technology or enterprises in construction mode, operation and business features. New regulations of con- struction and operation of key laboratory strengthen the role of the support organization and laboratory open sharing. In this regard, the government technology management departments should establish the grading and classification evaluation sys- tem on supporting organizations and provincial key laboratories, improve the relevant safeguard system, inspire and guide the various provincial key laboratories to carry out open sharing public technology responsibilities based on its own advanta- ges, and provide sustainable innovation - driven, fair and efficient technological innovation service for local economic de- velooment.
