摘要
为了适应我国特高压电力项目和自主创新的科研需要,我国建设了一些特高压试验研究基地,其带来的社会和经济效益值得关注。基于技术经济评价法和机会成本计算等方法,剖析了特高压试验研究基地社会经济效益的构成,提出了定量化的效益计算方法、成本计算方法以及综合评价方法。最后通过实例对该方法进行了运用和验证,结果表明了评价方法的可行性。
For adaptation of the ultra high voltage （UHV） power projects and the independent innovation in technology, several UHV test bases have been built in China, and their social and economical benefits are concerned. Based on technology-economical evaluation methods and opportunity cost calculation methods, and analyzing the composition of the benefits, this paper proposes methods for quantitative benefit calculation, cost calculation and composite evaluation. Finally, the proposed methods are applied to the calculation case, and their feasibility are verified.
