摘要
地方政府社会体育"管办分离"已形成"主管部门—事业单位"的"政府管、单位办"的管理模式。这种模式是在行政、事业一体化管理体制下形成的,其"管""办"职能从相对分离到实质性分离还需要经历一个渐进的过程,虚拟的委托代理关系痕迹明显,也是这种模式运行中所存在的制度性障碍。
Social sports of local government has formed a management mode that ＂government manage and institution do＂ of the ＂department -institution＂. This model formed in the management system of the administration-institution integration, it needs a gradual process that ＂governance＂ and ＂running＂ function separated from relative separation to substantive sepa- ration. Obvious of the virtual principal-agent relationship is also the institutional barrier that exists in the running mode.
