摘要
大学发展规划是在科学分析外部环境和内部要素的系统结构及其变化规律的基础上,为保持大学可持续发展而对其未来发展战略目标的确定和实现进行的谋划、安排或展望。大学自治的逻辑、确定的发展目标和功能以及目前大学发展中明确的参照系决定了大学能够被规划。对大学自身来说,进行规划是其适应新的发展观的需要,是其适应外部竞争性环境的需要,是协调多元利益主体的需要,是落实大学办学自主权的需要;而大学群体的发展规划行为则是实现高等教育强国的重要途径。为了使规划能切实推动大学的发展,必须要解决好谁来规划、规划什么、怎么规划等基本问题。
The development planning of university is that through analyzing the external environment and internal structure and the change rule, planning, arranging or prospecting the future development strategic goals of the university and realized them, so as to maintain the sustainable development of university. At present, autonomy logic of university, certain development goals and function, and clear frame of reference of the university＇ s developing have contained that the university can be planned. University needs the planning to adapt the new concept of development, to cope with the fierce competition, to coordinate the multiple benefit main body and to implement university＇ s autonomy. The university development planning is also an important way to realize the powerful country of higher education. In order to make the planning ensure promoting the development of university, we must solve some basic problems such as who, what, how and so on.
