摘要
在对西部大开发中西部地区就业结构进行比较分析与合理化评价基础上,依据shift-share方法分离就业结构对劳动生产率提升的贡献。分析表明,西部大开发以来西部地区就业结构向着"高级化"方向持续演化,实现了"跨越式"调整;就业结构合理化程度也得到快速提高,但和全国水平的差距未能缩小;就业结构变迁对于劳动生产率提高贡献了很大份额;西部各省市自治区之间在就业结构状态、合理化程度方面存在着很大的差异,在同时调整过程中的步调和促进劳动生产率的贡献方面也不一致。这些结论在政策上意味着,实施西部大开发战略过程中要素市场,尤其是劳动力市场制度的建设和完善应该进一步加强。
The western regions' employment structure and its changes since the Western China Development began in 2000 are analyzed from the respect of comparativeness, rationalization and contribution to increasing productivity of labor. It is found that the employment structure has been changing advancedly with a higher speed than country level, and the rationaliztion process has also been smooth but did not decrease the lagging to country level, and the change of structure contributed to la- bor produtivity rising much more than that of country level. At the same point, the ratinal level, reatinaliztion process and the contribution of each province in west area are different from each other. The conclusions above make a policy sense that in further implementing the Western China Development Strategy, the construction and improvement of production factors markets, especially labor maker ,need to be stressed much more and invested more resources.
