摘要
养老人才队伍建设是养老体系建设的重要组成部分,是我国养老事业中急需加强的环节。日本养老人才队伍建设已走过40年历程,积累了许多经验。本文通过对日本养老人才队伍发展历程、特点、存在问题的分析,解读日本如何通过法律、经济和行政手段,建立起科学分类的职业资格体系;如何适应社会需求,建立相应的人才培养学科体系以及日本养老人才队伍建设的社会意义等,力图为国内建立完善的养老护理职业资格认证制度,推动建立多元化、多层次的养老人才培养体系提供参考。
The construction of talent team of elderly care service is an essential part of service system for the elderly which needs to be strengthened urgently.Japanese pension talent team has gone through a history of four decades,and accumulated a lot of valuable experience.This paper,through analyzing the development,features and existing problems of the Japanese talent team of elderly care service,intends to explain: how they have built a vocational qualification system with scientific classification through methods of legislation,economy and administration;how they have constructed the corresponding talent training discipline system to meet the needs of the society;and how the building of talent team for the elderly have benefited the society.The purpose of this paper is to provide reference for domestic construction of vocational qualification system and promote the construction of a diversified and multi-leveled system of cultivating elderly service talents.
