摘要
2011年,联合国等机构发布了国民账户体系(SNA)的最新版本SNA-08。本文从三个角度讨论了SNA的发展过程。第一,SNA中心框架是如何演变成为一套成熟的、具有普适意义的分析工具的;第二,为适应不同环境和不同需求,SNA在提高灵活性应用方面有怎样的进展;第三,SNA如何在与其他统计体系之间的互动中奠定了自己的中心地位。通过讨论,显示SNA-08对国民经济核算理论方法及其应用的贡献。
The System of National Accounts 2008（SNA 2008）,the fifth version of the SNA,was published by the UN in 2011.This paper discusses the evolution of the SNA from three aspects.At first,on the basis of reviewing the history of the SNA,the paper makes it clear how the SNA has become a mature and general analytical tool.Then it summarizes the major steps the SNA has taken in developing its flexibility in order to expand the relevance of the national accounts.Finally,it explains how the SNA has harmonized with other international statistical standards and reinforced its central role.Through these discussions,the contribution of 2008SNA to the development of national accounts in theory and application has been clarified.
