摘要
利用文献调研法、问卷调查法、利益相关者矩阵分析法和数理统计法等探讨了福建天宝岩国家级自然保护区生态补偿中的利益相关者。研究结果表明,福建天宝岩国家级自然保护区生态补偿利益相关者分为核心层、紧密层和外围层,其中核心层的利益相关者为各级政府、天宝岩保护区管理局、企业与旅游公司、社区居民,对福建天宝岩国家级自然保护区生态补偿具有重要作用。各级政府具有高影响力、低利益/高公益的特点,关注生态价值和社会价值,是生态补偿的公共主体;天宝岩保护区管理局具有高影响力、高利益的特点,关注生态价值,是生态补偿实施的主体;企业与旅游公司具有低影响力、高利益的特点,关注经济价值,是生态补偿责任的主体;社区居民具有低影响力、低利益,关注经济价值,是生态补偿的客体。
Some methods such as document research, questionaire survey, stakeholder matrix analysis and mathematical statistics were used to investigate ecological compensated stakeholders in Tianbaoyan National Nature Reserve. The results showed that the eeocompensated stakeholders in Tianbaoyan National Nature Reserve included the core layer, the tight layer, and the peripheral layer. The stakeholders of the core layer were govern- ments at all levels, administration bureau of Tianbaoyan Nature Reserve, enterprises and tour companies, and the community resident, which played an important role to Tiaabaoyan Nature Reserve. Governments at all levels had high influence, as well as low benefit or high public welfare, they con- eerned about the ecological and social value, were the public subjects of eco - compensation. The administration bureau of Tianbaoyan Nature Reserve had high influence and benefit, which concerned about the ecological value, was the operating subject of eco - compensation. Enterprises and tour companies had low influence and high benefit, which concerned about the economic value, were the responsibility subject of eco - compensation. Com- munity resident had low influence and benefit, who concerned about the economic value, were the object of eco - compensation.
