摘要
公有制的实现问题是社会主义改革所要解决的核心问题，也是改革的最大难题，而国有资产体制改革是破解这一难题的关键。所以，改革国有资产管理体制，建立有效的决策与运营机制，以保证公有制的实现，必须充分考虑到由于公有制的特征所产生的问题，而激励到位是形成公有制实现的内在动力和有效机制。
The realization of public ownership is the core question that the socialist reform has to solve. It is also the most difficult problem of the reform. The key to the problem is the reform of the system of state-owned assets. Therefore, in the reform. of the administrative system of state-owned assets and in the establishment of an effective decision and operation mechanism in order to realize public ownership, we must take into sufficient consideration the problems inherent in the fentures of the public ownership. Effective incentives are the inner dynamic and mechanism to realize public owmership.
