看病难,是指挂号难,住院难,根源在于医疗资源不足和布局失衡。如果现在还存在看病难,亦然是这个根源,并未出现其他原因导致的"新一轮看病难",与总额控制的支付制度改革更没有必然联系和因果关系。
Difficult to see a doctor means patients have difficulties in registration or hospitalization, resulting from inadequate medical resources and unbalanced layout. This is the only reason for people have difficulties in seeing a doctor, which is not necessarily linked with the reform of controlling the total payment.
