高密度城市的多目标绿道网络--新加坡公园连接道系统 被引量:52

摘要 多功能的公园连接道系统是新加坡应对人口剧增和城市化加剧、建设"花园里的城市"的重要规划举措。该绿道网络规划着眼于充分利用排水道缓冲区、车行道保留区等低效土地,增进公园、自然保护区等绿色开敞空间的可达性和生物多样性,提升环境宜居品质及热带花园城市形象。采用土地划拨和借用两种方式,强调实用性及灵活性。通过成立跨部门合作的专门工作委员会,高效解决技术及执法问题。绿道规划及景观设计注重寻求休闲娱乐、自然生态保护、公众教育和社会凝聚力等多目标的平衡。在实施中,加强同各方利益相关者和社区居民的合作,通过先期试验性工程发现问题并不断改进,形成良性循环。这些经验可供我国高密度城市规划和建设绿道借鉴。 The multi-functional park connector network is a crucial planning strategy responding to Singapore's increasingly intensified urbanization and new vision of "City in the Garden." This greenway network planning targets to optimize low-utilization space such as drainage buffers and road reserves, increase the accessibility and biodiversity of green open space like parks and natural reserves, and improve the livable quality and national identity as a tropic garden city. The land acquisition for greenway projects are mainly through two ways: allocation or borrowed by the National Parks Board. Both availability and flexibility are highly emphasized. A special working group comprising of representatives from key government agencies involved in land management and enforcement is formed to coordinate and solve technical and legal problems for efficient greenway development. The strategies of greenway planning and landscape design seek a balance among multiple objectives including recreation, nature conservation, public education and community bonding. During implementation, strategic partnerships are forged with various stakeholders and community residents. Via pilot projects, lessons have been learned to improve greenways concepts and achieve a virtuous circle for the following development. The Singapore experience can provide reference for greenway planning and implementation for high-density cities in China.
