摘要
通过对杭州高压天然气管道建设过程中三个典型案例的分析,探讨运用风险评估的方法分析解决在燃气管道设计、施工及运行管理过程中遇到的问题。在现有的法律法规、标准规范基础上,探索适用的评估方法和处理程序,以期逐步建立有效的风险评估机制,为今后相关标准的进一步完善提供基础性案例。
Through analyzing three typical cases during the construction of Hangzhou high-pressure natural gas pipeline, it is discussed that the problems encountered in design, construction and operation management of gas pipeline are analyzed and solved by using risk assessment method. On the basis of the present laws, rules, standards and codes, the suitable assessment methods and disposal procedures are explored to gradually establish an effective risk assessment mechanism and provide a basic example for further improvement of the related standards in the future.
