The most fundamental reason of the high rate of casualties in construction industry is poor man- agement. This paper reviews the international and domestic researches on the safety climate in construction enterprises and the safety behavior of construction workers, describes the definitions, measurements and dimensions of safety climate, and explores the structural model between safety climate and safety behavior. However, in China a major proportion of construction workers are rural migrant workers, so safety climate in construction enterprises is poor and safety situation is serious. The paper prospects the future direction of research in the field which is suitable for China's national situation.
