摘要
随着经济发展,农地流转不断壮大,农地市场在不同生产者中配置土地资源,提高了土地生产率。但农地市场发育并不完全,所有权模糊和承包关系不稳定限制了市场作用的发挥,户籍制度和农村社会保障体系不健全降低了农户流转农地的意愿,中介组织缺乏和交易合同不规范使农地流转交易费用较高。未来推动农地流转应明晰所有权归属,稳定承包关系,划清集体参与边界,发展中介组织,提高合约的规范化程度。
This paper is attempts to review literatures on impetus, models and obstacles of agricultural land circulation in order to provide policy maker with theoretical and empirical evidence. With the development of econo- my, agricultural land circulation became more and more popular. The land productivity was improved through allo- cation among different producers at the tenure market. However, the tenure market has not developed completely, indistinct ownership of land and instable contact constrain the function of tenure market. Household registration sys- tem and imperfect rural social security system decrease the supply willingness of rural households. The lack of inter- mediary organization and informal contract give rise to high transaction cost. Making ownership clear and contract more stable, restraining the role of village collective in land circulation, developing intermediary organization and standard contract would be foundation and contents of policy making.
