摘要
地方政府投融资平台的产生和发展,为城市的基础设施建设筹集了大量资金,促进了我国地方经济的快速发展,但在实践过程中也出现了很多问题。本文从理论和现实入手,深入分析我国地方政府现行融资模式和管理体制中存在的制度性问题,并从顶层设计的角度,阐述推进地方政府融资体制改革,实施地方政府直接债务融资的必要性和可行性,提出了与建立社会主义市场经济体制相适应的改革思路。
The emergence and development of local government financing platform raise lots of fund for the city＇s infras- trncture construction, and promote the rapid development of China＇s regional economy. But there are also many problems in the process of practice. This paper combines with the theory and reality, starts from the development stage of the local gov- ernment financing mode, and explores the existing financing problems of management system. From the view of state system design, this paper tries to explore the financing system reform of local government and the necessity and feasibility of issuing local government bonds, and puts forward the reform idea adapted to the establishment of socialist market economy.
