摘要
农村集体资产管理中连年的收不抵支直接影响农村集体经济的可持续发展。本文从农村集体经济的功能视角,通过对东莞的案例研究,剖析农村集体经济收不抵支的根源在于一方面经济功能发展后劲不足,农村集体经济增收难;另一方面壮大的集体经济出现经济性挤占、社会性挤占和政治性挤替的困境。破解农村集体经济收不抵支的建议包括推进集体经济转型升级,将其角色功能牢固地定位在壮大集体经济实力这一经济功能上;割断对村民和公共服务的无限责任,减少公共服务支出,加强农村集体经济的预算和监督管理,抑制经济性挤占和社会性挤占;改革现行农村干部任用体制,防止政治性挤替。
This article is about the rural collective economic from the functional perspectives,through case studies of rural collective economic region-Dongguan,which is strong all over the country.The analysis of reasons of the expenditure-over-income in the rural collective economies,are not only rooted in the economic functions of development potential,the rural collective economic difficulty of revenue,but also the collective economic growth of the economic squeeze,and political squeeze behalf of the plight of social.On this basis,this research suggests: promote the transformation and upgrading of the collective economy,improve the financial ability to pay of the rural collective economic;make it clear collective economic role,the role and function is firmly positioned in the growth of the economic functions of collective economic strength,and cut off the unlimited liability of the villagers and the public service,reduce public services spending,strengthen the budget and the supervision and management of the rural collective economic inhibit the squeeze of economic and social crowding,reform the existing rural cadre appointment system to prevent political squeeze behalf.
