摘要
粮食安全是国民经济发展和社会稳定的根基,农业适度规模经营对于加快粮食主产区农业发展方式转型和保障粮食安全具有重要意义。河南省鹤壁市浚县积极探索了依托龙头企业带动现代农业转型和农业适度规模经营的路子,在"依法、自愿、有偿"的基础上充分保障了企业和农户的双赢,从根本上解除了土地流转农户的后顾之忧,通过政府引导、企业运作、农民参与的方式进行了农业适度规模经营的大胆尝试,这是一种"四化同步"下的粮食规模化经营模式,相关做法成效显著,一些经验对其他粮食主产区具有重要参考价值。
Xun County in Hebi City,Henan Province has explored the way that modern transformation of agriculture development and agriculture moderate large-scale operation.Based on the leading agricultural enterprise,and based on 'legal,voluntary,and paid-rights',they make the enterprises and households be 'win-win ',and fundamentally relieve the land circulation farmers’worries.The bold attempt of moderate scale management of agriculture through government's guidance,the enterprises’operation,farmers’participation is useful kind of'four modernizations synchronization'for grain large-scale operation.In addition,some experiences have the important reference value for other main grain producing areas.
