亭子口水利枢纽为准公益项目,经济指标差,作为企业制经营管理的工程,企业为了生存和发展,必须降低工程造价。工程建设中,在保证工程安全、质量的前提下,缩短工期是最有效的途径。嘉陵江亭子口水利水电开发有限公司以总进度目标、重大里程碑目标及年度目标为控制核心,以合同管理为手段,积极采取组织、经济、技术、合同、工程等有效措施组织各参建单位优质有序、快速推进工程建设,取得了首台机组发电工期67个月,比初步设计提前了5个月,截流至首台机组发电工期42个月的成绩。
Tingzikou Water Control Project is quasi-public welfare which has poor economic indicators. As an enterprise, the Owner of project must reduce project costs. Shortening construction period is the most effective way to reduce costs under the premise of ensuring project safety and quality. After taking overall progress target, major milestones and annual targets as control cores and contract management as a mean, and implementing organizational, economic, technical, contract and engineering measures by Jialing River Tingzikou Water Resources and Hydropower Development Co., Ltd., the Project is orderly and rapidly constructed. The construction period for first generating unit putting into operation is 67 months, 5 months earlier than the preliminary design. The duration from river closure to first generating unit putting into operation is only 42 months.
