摘要
防洪体系经济效益计算涉及面广、资料统计困难、缺乏规范程序。为充分利用有限资料准确、定量地计算防洪体系的经济效益,根据统计年鉴及雨水情资料等易获取的数据,以实际年系列法和有、无对比法为基础,由堤顶高程和最高水位的关系建立防洪区淹没判别标准,探讨合理计算防洪体系经济效益的方法与步骤,并以1990—2010年实施的《南京城市防洪规划》为例,计算了该防洪规划实施后防洪体系的经济效益。结果表明,防洪体系的经济效益巨大。
The calculation of economic benefit of floodprevention system has a wide scope and difficult data statistics and a shortage of standard procedures.In order to accurately and quantitatively calculate the economic benefit of flood-prevention system by making full use of limited information,a judging standard for inundation of flood-prevention area based on the relation between the crest elevation and the highest water level is established by means of the actual series method and with-or-without comparison method according to the statistical yearbook and information of rainfall and water regime.The method and procedures for calculating the economic benefit of flood-prevention system are discussed.Taking ' Nanjing Urban Flood-Prevention Planning' enacted between 1990 and 2010 as an example,the economic benefit of floodprevention system benefit after implementation of this planning is calculated.The results show that the economic benefit of the flood-prevention system is significant.
