摘要
伴随着全球化进程的加快以及全球性环境保护问题的日趋突出,全球环境治理业已成为当今世界各国以及国际组织高度重视的课题。全球环境治理过程中不可避免地产生国际气候政策的转移,发展中国家由于经济社会发展水平的限制将受到国际气候政策的双重影响。由于政策转移的驱动机制的差异,国际气候政策转移可分为学习型政策转移、强制型政策转移以及道义型政策转移三种类型,不同的政策转移类型将对我国产生不同的影响。应该通过构建学习型政府,增强政府的政策学习能力;推动政策智囊机构建设;加强政策转移的战略部署;增强国际气候政策转移的文化与体制敏感性;充分考虑国际气候政策的本土适应性;积极参与国际气候政策协商以提高我国的国际话语权等一系列措施应对国际气候政策转移的消极影响,主动提升我国的气候治理水平,建构更为积极的气候变化政策与管理体系。
Along with the accelerating process of globalization and global environmental issues have become increasingly prominent, the global environmental governance has become one of the world＇s countries and international organizations attach great importance to the subject. Transfer the inevitable process of environmental governance in the world of international climate policy, developing countries due to the economic and social development level of restrictions will be influenced by the international climate policy. Because of the difference of the driving mechanism of policy transfer, international climate policy transfer including learning policy transfer, three types of u＇an^fer of compulsory policy transfer and moral policy. Different policy transfer type has different influence on china. Through setting up learning type government, strengthening the government policy learning ability, promoting the construction of policy think-tank; strengthening strategic deployment policy transfer, strengthening the culture and system sensitivity of international climate policy transfer, we give full consideration to the international climate policy local adaptation; actively participate in international climate policy negotiations to improve the negative impact of China＇s international discourse right a series of measures to cope with the international climate policy transfer.
