摘要
：本文辩证地论述了吉林省西部自然灾害同水利的关系，明确指出研究制定科学水利管理模式、充分发挥现有水利工程防洪抗旱作用的重要性，建议加速开展水资源和各种灾害的长期预测及其非工程措施的研究。
The authours dialectically discussed the relationship between the water conservancy and the natural disaster of west area of Jilin province and pointed out clearly the importance of studying and making a plan for scientific management of water conservancy and making the most of the role of water projects in drought resisting and flood proofing in this paper. The authous also suggest carrying out the study of water resources and long - term prediction for various disaster as well as the study of non - project measure.
