摘要
低丘缓坡开发不仅是缓解耕地资源保护压力的内在需求,也是破解城乡建设用地供需矛盾的必然选择。以宜春市袁州区为例,利用SWOT方法,分析了低丘缓坡地开发存在的优势和劣势,及其所面临的挑战和机遇,并在此基础上提出了低丘缓坡地开发利用策略:(1)加强开发内在机理研究,实现生态保护首位制;(2)强化规划编制衔接,理顺内在产权关系;(3)打破行政管理分割,建立有效协调机制。
In this paper, Yuanzhou district of Yichun city was taken as an example, the SWOT method was used to analyze the superiority, weakness, opportunity and threat in the low -slope hilly land exploitation. The paper proposed the exploitation strategies of low - slope hilly land based on above analyses, which included strengthening the research on intrinsic mechanism to achieve preferential ecological protection, consolidating planning compilation connection to straighten out the internal property right relations, and breaking administrative division to establish an effective coordination mechanism.
