体系、国家、社会视角下美国对外贸易政策——奥巴马贸易政策为例分析 被引量：2

摘要 金融危机以来,美国贸易保护主义势头越来越汹涌,对中美贸易产生了极大的影响。为了更清醒认识美国贸易政策本质,这需要从体系、国家、社会三个层面,分析它们的基本特征及其变迁。体系是美国贸易政策制定的背景;国家层面是美国贸易政策制定的制度保证;社会层面是美国贸易政策制定的社会基础。奥巴马执政以来,这三个层面都呈现出有利于贸易保护主义政策制定的态势,从而成为理解奥巴马贸易政策的关键。对于奥巴马政府来说,贸易政策是打开国外市场、促进就业、维护美国经济发展的手段。
