摘要
针对空中交通管制安全风险预警管理中,如何实现有效预警,提高预警信号输出精度的实际问题,引入决策理论,探讨预警管理中存在的决策问题。从漏警、虚警防范的层面,定义预警决策的内涵,设计预警决策模式,并对预警决策模式运行中需要重点关注的决策对象进行了分析,指出指标体系再构、阈值界定,及以预警诊断方法为集合的决策器选择,是预警决策模式的主要工作导向,从而为空中交通管制预警管理理论导入新的研究内容。
The existing decision problems in the early warning management were discussed using decision theory. The effectiveness of early warning and the accuracy improvement of the early warning signal output practice were investigated. From the level of preventing missing alarming and false alarming, the connotation of early warning decision was defined and warning decision model was designed. And the decision object which needs to be focused on in the warning decision model operation was analyzed. It was pointed out that the choice of decisions implement, restructure of the index system and threshold value definition were the main works of early warning decision-making model. It provided novel research field in the air traffic control in the early warning management theory.
