摘要
今天国际的主要矛盾是谋求世界和平与发展与霸权主义和强权政治打破和平与发展进程的矛盾,而前者处下风,后者处上风。中国实力的上升第一次使中国出现无论是国际地位、国际环境和发展走向都和斯大林领导下的苏联十分相似的局面,斯大林以其伟大的外交智慧坚定地捍卫了苏联的国家主权与安全,充分利用当时复杂的国际矛盾,把苏联真正做大做强。本文认为,应该借鉴斯大林的外交智慧,化解西方对中国以包围为特点的复杂的国际矛盾,大力展开以西方国家产业工人为核心的,以体现国本的公众外交,才是中国外交真正正确的前进方向。
The present main international contradictions are concerned with peaceful development of the world and hegemony of world powers, the latter taking the upper hand. The rise of China marks international status of the country, foregrounding her in international environment and the development of world community. The situation of China is, to a large extent, similar to that of former Soviet Union under the leadership of Joseph Stalin. Stalin has safeguarded the state sovereignty and security of the country with his great diplomatic wisdom. He has fully utilized the complex international realities to enhance the strength and power of the country. It is pertinent that we should learn from the diplomatic wisdom of the former Soviet leader against the Western containment of China in the present time. Meanwhile we must vigorously promote the practice of public diplomacy.
