摘要
近年来国家实施的一些草原生态治理政策,在基层社会落实时难以达到预期效果。本文基于对内蒙古C旗生态治理过程的考察,分析了生态治理政策在实施过程中存在的问题。
The grassland management policy has been widely practiced in recent years. However, it failed to reach its primary goal.Based on a case study in C Banner,this article analyzed the reason for such failure and drew the conclusion that on one hand,the present grassland management policy is too simple and standard to include the complex and rich local knowledge, which results in its ineffectiveness; on the other hand,the implementation of grassland management policy is uncertain because of the relevant departments profit seeking consciousness which makes the policy application usually deviate from the purpose of ecosystem protection.
