摘要
锡良任东三省总督期间 ,对东北经济进行了较彻底的改革。针对东北利权流失严重的情况 ,他首先从资源保护入手 ,加强了东北各种资源的管理。其次 ,大力发展金融市场 ,筹设各类形式的银行 ,并提倡充分利用外资发展实业 ,为东北经济的发展找到了方向。同时为防范西方殖民者进一步的经济掠夺和政治渗透 ,锡良在经济改革的同时 ,还提出以政权建设为保障。
砏hen he served as governor of the three provinces in the Northeast China,Xi Liang implemented economic reform.As there was then a heavy loss of economic rights,he first tried to protect the resources and promoted the development of financial markets,setting up varicus kinds of banks.He encouraged the development of industry by making use of foreign investments.He took strict precautions against the Western powers' economic aggression and political invasion by strengthening organs of state power.What he did gave a push to the economic development in Northeast China. 〔
