摘要
人力资源作为最为稀缺的资源 ,将成为 2 1世纪竞争的焦点。江苏国有企业与其他经济类型企业相比拥有最多的人才 ,然而国有企业在计划经济时期所形成的人事管理制度 ,已经不能适应现代市场经济条件下人力资源管理与开发的需要。建立新的人力资源管理机制是将国有企业人力资源优势转化为竞争优势的重要途径。建立与国有企业改革和发展相适应的人力资源管理机制的关键 ,是要引入新的人力资源管理与开发的观念 ,调动企业家、管理者和科技人员的积极性 ,建立起完善的企业用人机制。
As the scarcest resource, human resource is the focus of competition in the 21st century. State owned enterprises in Jiangsu province have the greatest number of talented people, compared with collectively owned and private businesses, and joint ventures. However, the personnel management system in state owned enterprises under planned economy no longer meets the demands of human resource management and development system under market economy.It is an important means to transform the advantage of human resource in state owned enterprises into a competitive advantage by establishing a new human resource management mechanism. The key factor to the establishment of the new mechanism geared to state owned enterprise reform and development is to introduce new concepts of human resource management and development, motivate entrepreneurs, managers and technicians, and establish a complete enterprise employment, motivation and discipline mechanisms.
