摘要
基本医疗服务改革是我国新一轮医改的重要内容,其目标是要将基本医疗作为公共产品向全民提供,保障全体人民病有所医,实现公益性和公平性。三年来,这一改革虽初见成效,但仍存在公平性较差,受益程度低等问题。在基本医疗服务领域,医疗公平和健康公正应该具有什么具体内涵?如何真正实现其目标价值?以罗尔斯的正义论为背景,从伦理学视角对以上问题做出富有启示的回答,从而促进相关政策制度的调整和完善,实现改革目标与措施、价值与手段的统一。
The basic medical service reform plays an important role in our current medical reform.Its goal is to realise medical justice and public welfare and to guarantee basic medical service in our country.Up to now,the reform has achieved some successes,but equity and fairness are not fulfilled yet as we expected.What is the content of medical equity and social justice? How do we accomplish the objective of the basic medical service reform? This paper tries to answer these questions according to Rawls’s theory of justice in order to improve relevant policies and systems.
