摘要
中国当前社区治理中存在两大问题:一是社区治理中的"三重关系"困境;二是社区治理中的"三个失灵"。而这两大问题的核心是各个行动主体间彼此分割且主体内部碎片化,难以达成有效合作。合作治理的本质就是各个治理主体间及内部建立有效的合作机制,彼此取长补短,共同参与。所以,合作治理是突破当前社区治理困境的必由之路,也是社区治理的发展方向所在。
Community governance, there are two problems ： tionship＂ predicament, community governance in the three problems between the various actors split the main internal First Community Governance ＂the triple relafailures. And this is the core of the two major fragmentation, it is difficult to achieve effeetive cooperation. Nature of cooperative governance is the governance body and internal to the establishment of effective mechanisms of cooperation, mutual complementarity and common participation in Cooperative governance is the only way to break through the current community governance dilemma, where the direction of development of the community＇ s governance.
