摘要
采矿权管理是矿业权管理的核心部分,不仅是矿产资源开发收益分配最关键的环节,还是处理由矿产资源开发带来的一系列矛盾的重要组成部分。目前的采矿权供给现状是成矿规律、市场规律、法律规则和行政规则共同作用的结果。实施更为严格的采矿权审批制度是必然趋势。
Mining rights management, as the core of the administration of mining rights, is not only the critical link between mineral resources development and income distribution, but also the key way to deal with a series of contradictions brought about by the development of mineral resources. The main reason to cause those situations is mainly due to function overlap of the metallogenic regularity, the laws of the market, the rules of law, and administrative rules. Implement more rigorous approval system is an inevitable trend of mining rights.
