摘要
对现阶段商业银行利率市场化程度进行准确的量化估计,不仅有助于对我国利率市场化进程做出较为清晰和直观的判断,还将为下一步改革起到导向作用。要做到这一点离不开科学的方法论。对利率市场化程度进行测定的方法论分析可以从四个角度展开:一是生产者角度,细分为构成要素分析、行业利润推算、市场结构分析、行政区域加总四个途径;二是消费者角度,细分为金融结构研究、消费群体调查两个途径;三是政府角度,细分为利率政策施行、行政级别改革两个途径;四是国外部门角度,细分为发达国家类比、发展中国家近似推断两个途径。在上述方法的综合运用与调整中,还应注意理论与实践、一维与多维、静态与动态相结合,如此才能使研究更加深入。
Making a relatively accurate estimation of current commercial bank interest rate marketization extent will not only help draw a clear and direct judgment of the marketization process of China's interest rates, but also play a guiding role in the reform to come. To achieve this goal, scientific methodology is indispensible. The paper seeks to elaborate the methodology of measuring interest rate marketization, which can be mainly illustrated from four perspectives: Firstly, the "producer perspective", which can be subdivided into four facets, namely the constituent element segmentation, the industry profit calculation, the market structure analysis, and the administrative region aggregation. Secondly, the "consumer perspective", subdivided into the financial structure analysis and the consumer group investigation. Thirdly, the "government perspective", subdivided into the implementation of interest rate policy and the reform of administrative hierarchy. And fourthly, the "foreign department perspective", subdivided into the analogy with developed countries and inference based on the similarity to developing countries. Particularly, in comprehensive application and adjustment of the afore-mentioned methods, it is also essential to pay attention to the combination of theory and practice, single-dimension and multiple-dimension, static and dynamic analysis so as to conduct the research in more depth.
