试析南极地缘政治的再安全化被引量：10

摘要《南极条约》的签订实现了南极地缘政治的"去安全化",其主要路径是冻结南极的领土主权问题。但是,伴随着人类南极活动的增加,不但来自于非领土主权性质的安全威胁已在积累并不断增多,而且被冻结的领土问题也面临重新冒出,甚至可能激化的危险。南极地缘政治从安全困境、去安全化、新的安全威胁形成,进入了一个再安全化的新阶段。以《南极条约》为基础构建发展起来的南极治理体系不具备安全功能,无法有效应对新形势下的各种安全威胁,因此南极地缘政治有必要进行再安全化构建,以应对南极地缘政治发展和治理构建中的各种安全挑战,为地区进而世界的安全建设作贡献。
