摘要
笔者用职业生涯考虑模型来分析地方官员对转移支付资金的使用,研究发现:地区之间的高度异质性增加了中央和地方之间转移支付资金使用情况的信息不对称,使得中央政府难以准确评估转移支付的使用绩效,从而给地方政府滥用转移支付资金提供了条件。这一研究的政策含义在于,在"对上负责"的体制下,要严格将转移支付资金纳入预算,使地方新闻媒体和人大能够发挥自身信息优势对其监督。此外,应增加主体税种的地方分享比例,减少地方政府对转移支付的依赖。
The paper analyzes fiscal grant use by local government authorities by career concern model. It is found that high regional heterogeneity increase information asymmetry between central and local government on fiscal grant use. As a result, it is difficult for central government to accurately assess the performance of grant and local government stands a chance of abusing fiscal grant. The implicate policy is that fiscal grant must be included in local budget management so that news media and local people＇s congresses can supervise fiscal grant based on their information advantage.
