摘要
传统理论认为外汇储备主要用于维持国际收支平衡、汇率稳定及增强币信的功用已经过时。随着人民币国际化进程的加快,外汇储备的不断累积,其原有的功能已难以满足现实的需求,且造成外汇资源的低效和浪费。为此,应针对我国外汇储备的实际状况,拓展其支持金融安全与金融稳定的功能;用于支持经济社会稳定与社会保障的功能;引进智力与支持高科技发展,促进经济转型的功能;用于国际援助与救助功能。
According to traditional theory, foreign exchange reserves are mainly used for the purpose of maintaining balance of in- ternational payments, stable exchange rate and RMB credit. Along with the speeding up RMB internationalization and the accumu- lation of foreign exchange reserves, its original functions cannot meet with demands and low - efficiency caused. Therefore, we should expand foreign exchange reserves＇ functions of supporting financial security and financial stability, supporting social securi- ty and social stability, enhancing economic transformation through introducing intelligence and supporting high - tech development, and supporting international aid and rescue.
