摘要
面对现代代议机构所面临的效率和专业化问题,中国各级人大在强化助理队伍的同时,还试图通过提升代表素质以适应当前的情况。基于这一新的形势,学界在对代表属性与履职状况进行研究的过程中,提出了一系列争论性的观点。在先前文献的基础上,本文针对第十一届全国人大代表的构成和履职记录,通过泊松回归和负二项回归后的比较发现:全国人大代表的性别、年龄、学历、党派和职业确实会影响代表的履职状况,但是这些属性与结果的关系,并不完全同于先前研究中的一些结论。
All levels of People's Congresses in China have adopted the strategies of strengthening assistance teams and improving the quality of deputies to resolve the problems of efficiency and specialization.One of the debates in academic circle ignited by these policies is that the relationships between the attributes of deputies and their performance.After the literature review,this paper tries to test the relationships between the attributes of deputies and their performance by a sample of all deputies of the 11th National People's Congress.Both poisson regression model and negative binomial regression model find that the attributes of gender,age,education,party identity,and occupation influence deputies' performance.
