摘要
世纪之交的电信全球化趋势日益明显，我国电信业务市场对外开放成为必然，健全的法律制度是电信业对外开放的前提。本文在提出了电信行业对外开放法律原则的基础上，借鉴国外电信业立法模式，构建了我国电信业对外开放的法律框架，并提出了建立健全电信行业对外开放法律制度的相应建议。
When this century is changing into the next century, it is obvious that the telecommunications will have a global tendency. It is inevitable that the markets of China's telecommunication businesses are opening to the outside world, and therefore, perfect laws and rules are prerequisites for opening the telecommunication industries to the outside world. On the basis of putting forward the legal principles of opening the telecommunication industries to the outside world and using the legislative models of foreign telecommunication industries, this paper conceives the legal frame of opening China's telecommunication industries to the outside world and proposes the corresponding suggestions to establish its perfect laws and rules.
