摘要
过度碳排放引起的全球气候变暖问题受到世界各国的高度关注,从而使气候变化问题上升为全球性的政治、经济和社会问题。碳排放问题是环境与贸易冲突在气候与经济领域中的体现。从经济学视角看,碳排放是一个外部性问题,碳交易和碳关税等碳排放内部化措施在抑制碳排放和改善全球福利方面起到积极作用,但对发展中国家的出口贸易发展却具有消极影响。本文运用经济学理论分析碳排放外部性、内部化措施及其经济贸易效应,并为我国出口贸易的可持续发展提出相应对策。
Nowadays, excessive carbon emissions cause global warming which is cared by almost all countries of the world, making the climate change a global political, economic and social problem. Carbon emissions are the embodiment of conflicts between environment and trade in climate and economy. From an economic perspective, carbon emissions are an externality problem, and the internalizing measures of carbon emissions like carbon trades and carbon tariffs play positive roles in controlling carbon emissions and improving the welfare of the world and negative roles for export trades of developing countries. Based on eco- nomic externality theory, this paper analyzes externalities, internalizing measures and trade effects of carbon emissions, and proposes some corresponding countermeasures for sustainable development of China＇ s export trades.
