摘要
中国水运尤其是内河水运发展一直滞后于社会需求。不仅表现在认识的落后更体现在水运系统物质基础要素的薄弱。在流域经济发展的大背景下,水运研究进程也发生明显变化:从早期"要不要发展水运"的重要性争论演变到战略规划研究;从单一方法、单一学科探讨过渡到多学科交叉合作;从着重微观研究发展到顶层制度设计与规划。但从整体上来,要根本改变水运研究"小、散、乱"的格局和提升水运发展水平,需要系统性的理论创新和新的科学理论支持。流域物流理论的出现得益于这种需求推动,其秉承绿色物流核心价值,在基本理论、方法和技术方面进行了集成创新,进而实现对水运和物流研究的双层跨越。
Water transportation, especially inland water transportation, cannot satisfy the social demand, which is shown on its poor so- cial recognition and weak infrastructure. With decades＇ rapid economic development of Chinese basins, many evident changes are hap- pening in water transportation research： from its position discussion to strategy planning, from single to multiplex methods and theories, from micro issues to the top system design, etc. The innovative research is needed and systematic theories should be constructed, how- ever, if the academics want to change fundamentally the current research situation of the so called ＂small, scattered and chaotic＂. Basin logistics theory is first built and introduced under this trend after integrating the current theories, methods and technologies, and tries theoretic breakthrough in both water transport and logistics research.
