摘要
人大代表是各级人民代表大会的主体。人大代表素质直接关系到人民代表大会制度优越性的发挥,完善人大代表选举制度,全面提升人大代表的素质是完善人民代表大会制度的重要内容。当前人大代表素质虽然有很大提高,但仍存在不少问题。完善人大代表选举制度,提升人大代表素质是一个系统工程,它贯穿于人大代表的产生、履职整个过程。
Deputies to the people＇ s congress are the main body of the organization on different levels. Their quality is directly related to the advantages of the people＇ s congress system. Improving the electoral system and the deputies＇ quality is the major content of perfecting the people＇ s congress system. Despite the improvement of the deputies＇ quality, there still exist many problems. Improving the electoral system and the deputies＇ quality is a systematic project, which runs through the process of deputies＇ election and performance.
