摘要
社区教育保障机制是社区教育运行机制的一项子系统,主要涉及到社区教育政策法规的制定和社区教育资金的筹措这两大方面。社会资本的重建是我国社区建设的重要步骤,具体的社会资本重建途径有:培育社区信任体系,加强社区内部互惠互利社会关系网络的形成;促进居民利益的社区化;发展社区非政府组织。社会资本的重建对社区教育的保障机制具有重要的作用,主要体现在:社区互信互动的网络机制保障了政府政策法规能够得以落实;居民和社区利益关联度的加强,保障了居民对社区教育的支持度和参与度;非政府组织的成长和壮大,保障了社区居民的积极性,保障了社区教育资金筹集的多元化。
As a subsystem of operation mechanism, the guarantee mechanism of community education includes two main parts： legislation and fund raising. The reconstruction of social capital is an important step for community development, which can be achieved by a few approaches： development of community trust system, strength of social network for mutual benefit, improvement of residential benefits community and non-government organization. The author maintains that all of these will contribute to the residential participation and financial raising diversity etc.
