通过质量管理体系认证是承担装备研制任务的基本条件。阐述了质量、质量管理、全面质量管理的概念,强调了质量管理的目的和重要性,分析了装备研制过程各阶段的质量管理工作,详细讨论了研制过程中常被忽视、做得不好的事项,包括适合不同类型科研的质量保证体系、产品特性分析、技术状态控制、试验控制、设计和开发验证、过程监视与测量、可靠性分析等,提出了正确的做法。质量管理工作虽然繁琐,只要按照有关国军标要求,科学制定并严格执行产品质量计划、设计和开发计划,就可以做好装备研制过程中的质量管理工作,从而确保装备质量与可靠性。
Passing quality management system certification is the basic requirement for developing equipment. The concept of quality, quality management and total quality management are expounded. The purpose and importance of quality management are emphasized. The main work of quality management for every developing stage are analyzed. Some neglected and not well done proceedings are discussed in detail including founding quality guaranty system suitable for various scientific research, product characteristics analysis, technique condition control, experiment con- trol, design and development verification, process surveillance and measurement, and reliability analysis, etc. The correct treatments are presented. Although the quality management work among developing equipment is complex, it can be done well, thereby the equipment's quality and reliability can be ensured so long as the product quality plans and the design and development plans are drawn scientifically and carried out strictly according to the related national military standards.
